Green Line

Status

The New England Independent System Operator (ISO-NE)* has recognized the potential need for new transmission lines that would help move power from northern New England to southern New England and help satisfy renewable portfolio standards of the New England states, as well as the Regional Greenhouse Gas Initiative goals. In December 2007, ISO-NE’s Planning Advisory Committee (PAC) invited proponents of High Voltage Direct Current (HVDC) transmission projects to make presentations on how their projects might help. NEITC presented Green Line as a solution.

Currently, ISO-NE is undertaking studies to evaluate the economic benefits of new transmission lines that will move power north to south within New England. Under Attachment K of its Open Access Transmission it is required to undertake an Economic Needs Assessment of the grid in response to stakeholder requests. In April 2008 several requests were made to study the economic benefits that could result from building new transmission lines that would ease the movement of power north to south in New England. NEITC submitted a request to have Green Line studied as part of the Economic Needs Assessment. The Assessment is expected to be completed in early 2009, at which time the ISO would determine whether a new transmission project, such as Green Line, as well as potentially other projects would help New England meet its energy needs in a more cost effective manner than if no new transmission lines were built.

* ISO-NE is New England’s independent system operator and is responsible for managing the New England energy market and ensuring the electric grid in New England operates in a reliable and economic way.

Industry News

NEITC and ISO-NE jointly submitted their Operating Agreement to FERC on January 22, 2010. The Operating Agreement (OA) concludes a three year process that included extensive open stakeholder meetings. In a February 2007 declaratory order, FERC found NEITC to be independent and capable of serving as an independent transmission company as described under Attachment M of the ISO-NE’s open access tariff.
